The definition of Administrative agency in the law of the United States, as defined by the lexicographer Arthur Leff in his legal dictionary is:

The broadest term in use to describe an entity (which could be, but rarely is, a single official) wielding governmental authority. A large number of names may be given to administrative agencies, e.g., “board,” “commission,” “department,” “bureau,” “authority,” “administration,” “institute”-and more. There may be some tendency to refer by the term to the independent agencies of the Federal government, but it is only a tendency, and the term is certainly not so restricted in actual use.
