Special Needs Child Legal Definition

Special Needs Child in Connecticut

In adoption(see more here), a Special Needs Child is a child (see Children Protection in Connecticut) who is a ward of the Commissioner of Children and Families or is to be placed by a licensed child-placing agency and is difficult to place in adoption (see Family Law in Connecticut) because of one or more conditions including, but not limited to, physical or mental disability, serious emotional maladjustment, a recognized high risk of physical or mental disability, age or racial or ethnic factors which present a barrier to adoption (see Family Law in Connecticut) or is a member of a sibling group which should be placed together, or because the child (see Children Protection in Connecticut) has established significant emotional ties with prospective adoptive parents while in their care as a foster child (see Children Protection in Connecticut) and has been certified as a special needs child (see Children Protection in Connecticut) by the Commissioner of Children and Families. United States Tax Concept of Special Needs Child

A child who has been determined by a state to have special needs – because of the child’s age; ethnic background; whether the child is a member of a minority or sibling group; medical condition; and mental, physical, or emotional handicaps. The child probably will not be adopted unless assistance is provided.
