Sanitary and phytosanitary measures in Global Commerce Policy
In this regard, sanitary and phytosanitary measures is: border control measures necessary to protect human health, animal or plant life or health. Popularly they are often called quarantine measures. Such measures must not be applied in a manner which would constitute a means of arbitrary or unjustifiable discrimination between members where the same conditions prevail. Nor must they be used as a disguised restriction on international trade. The WTO Agreement on the Application of Sanitary and Phytosanitary Measures (the SPS agreement) sets out how these requirements are to be carried out.
