Meaning of Rate Of Return

The term used in regard to public utility , is the percentage by which the rate base is multiplied to provide a figure that allows a utility to collect revenues sufficient to pay operating expenses and attract investment. See Providence Gas Co. v Burman, (R.I.)376 A.2d687. It is income earned by utility after operating expenses, but before deduction of interest charges divided by rate base, and includes interest which must be paid on short and long term debts and dividends on stock .
