Legal Usage of Punctual in English

An European Commission document offers the following explanation about the misused of Punctual:Punctual means ‘acting or arriving exactly at the time appointed’. In the example below, the word ‘punctual’ seems to imply that the experts’ meetings were held on time. A good thing, no doubt, but not what is meant here, which is probably ‘occasional’.

‘The management of the above mentioned feed sectors is subject to close co-operation with the Member States through regular (generally monthly) meetings of the Standing Committee on the Food Chain and Animal Health, section on Animal Nutrition, and punctual expert groups meetings where appropriate139.’
