Rights which may be exercised in the formation or administration of the government, the word rights, as so used, being synonymous with power. 90 111. 563. A political right is a right exercisable in the establishment or administration of government, while a civil right is a right accorded to every member of a distinct community or nation with reference to property, family or marriage, and the like.
