Meaning of Pass

To transfer or be transferred, as in the term property passing. To utter or proÂnounce as in pass an order , generally used in relation to judicial decrees, orders or judgments. To enact or sanction or approve, as in the term to pass a by-law. When the term is used in connection with negotiable instruments, means to deliver, circulate, to hand from one person to another. state v Beaver, 145 S. E.2d 330, 266 N.C. 115.
