Legal Usage of Ensure (to) in English
An European Commission document offers the following explanation about the misused of Ensure (to) :’To ensure’ means ‘to make sure or certain’. However, it is often used in the European Union to mean ‘to provide’. ‘Ensure’ should never be followed by ‘to’ and an indirect object.

‘Establish national plans for rare diseases in order to ensure to patients with rare diseases universal access to high quality care, including diagnostics, treatments and orphan drugs throughout their national territory on the basis of equity and solidarity throughout the EU77.’
