Meaning of Delegate

Lat. deligere, to choose from). One authorized by another to act in his name; an agent or attorney. A person elected, by the people of an organized territory of the United States, to congress, who has a seat in congress, and a right of debating, but not of voting. Ord. July 13, 1787 (3 Story, U.S. Laws, 2076). A person elected to any deliberative assembly. It is, however, in this sense generally limited to occasional assemblies, such as conventions, and the like, and does not usually apply to permanent bodies, as houses of assembly, etc.
