In the year 1164, Henry II caused the Great council held at Clarendon to pass a code of law which greatly curtailed the powers of the clergy . under this statute , the clergy became subject to thejurisdiction of civil court and the feudal burdens. No prelate could leave the realm without the permission of the King and they also became subject to the King’s summons .
