What does Board mean in American Law?

The definition of Board in the law of the United States, as defined by the lexicographer Arthur Leff in his legal dictionary is:

Widely used designation for a group of persons with powers (managerial, investigatory, supervisory, etc.) exercisable jointly, generally bound to act by some internal rule like majoritarianism. There are governmental boards (e.g., “board of education”) and private ones (e.g., “board of directors”). The word is almost as ubiquitous as committee, though the implication is usually that a board is more likely to have final power than a committee.

It might be noted that the sinister-sounding “junta” (as in “Panama is now governed by a revolutionary junta”) is just the Spanish word for board. Cf. commissar.
