Meaning of Blockade
In international law , the term denotes the disposition of troops or vessels so as to cut off all external communications with an enemy”s town, fort or port.
Blockade Alternative Definition
Blockade is where a belligerent power maintains such a naval force near the shore or ports of the other belligent as to prevent access to them, or, as it is sometimes put, the vessels must be so disposed that there is an evident danger in entering the port, or approaching the shore, notwithstanding that the blockading squadron may be accidentally absent for a time, e. g., from being blown off by the wind. Under the Declaration of Paris (q.v.), a blockade is not effective unless maintained by an adequate force. A blockade de facto is where the blockade has not been notified (as is usually done) by the belligerent to neutral governments, so that every approaching vessel has to be warned off by the squadron. Vessels attempting to pass a blockade are liable t(J confiscation. It is not necessary that the place should be invested by land as well as by sea; but a blockade by sea does not impair the right of neutrals to carry on a trade by land. 1 Kent, Comm. 147. A pacific blockade is the interruption of commercial intercourse with certain ports or coasts of a state to secure redress for an international wrong. Davis Int. L. 67.

What does Blockade mean in American Law?
The definition of Blockade in the law of the United States, as defined by the lexicographer Arthur Leff in his legal dictionary is:
One nation”s interdiction by force or threat of force of any movement in or out (or both) of the territory of another nation. It is recognized in international law as an adjunct to war between the blockading and blockaded powers. (But see also pacific blockade.) A blockade must bar all neutral powers or none; it cannot properly be selective among neutrals. And it must be “effective,” not just a “paper blockade”; if not enforced in fact it need not be heeded.
A blockade is “strategic” if it is part of a military campaign in the area (in which case it is usually part of or combined with a siege). It is “commercial” if the aim is just to cut off the blockaded territory, but not in connection with military activities there. If it blocks only ingress, it is a “blockade inward”; if egress, a “blockade outward,” but most blockades are total.
