What does Balfour Declaration mean in American Law?

The definition of Balfour Declaration in the law of the United States, as defined by the lexicographer Arthur Leff in his legal dictionary is:

An official statement of the British government in the form of the letter dated November 2, 1917 from the then Foreign Secretary, A.J. Balfour, to Lord Rothschid, viewing “with favour the establishment in Palestine of a National Home for the Jewish People.” But the same letter contained a proviso that nothing be done to “prejudice the civil and religious rights of existing non-Jewish communities in Palestine.” The British turned out to be no better at coping with that contradiction than, even after three or four wars, the Palestinian Arabs and Jews.
