One whose profession and occupation is to form or devise plans and designs and draw up specifications for buildings or structures and to superintend their construction. He is one who plans, sketches, and presents the complete details for the erection, Enlargement or alteration of a building or other structures for the use of a builder or contractor when expert knowledge and skill are required in such preparation .
