What does Airways mean in American Law?

The definition of Airways in the law of the United States, as defined by the lexicographer Arthur Leff in his legal dictionary is:

Routes upon which aircraft fly, subject, almost like roads, to government regulation, especially under the Federal Aviation Act, pursuant to which portions of the navigable airspace of the U.S. may be designated “federal airway.”
