The definition of Affirmative statute in the law of the United States, as defined by the lexicographer Arthur Leff in his legal dictionary is:

A statute which orders or directs someone to do something; a “negative statute” prohibits or forbids. Many statutes, and most of any length, do both, e.g., in the Ten Commandments the “Thou Shalts” are “positive” and the “Thou Shalt Nots” are “negative.”
