What does Administrative power mean in American Law?

The definition of Administrative power in the law of the United States, as defined by the lexicographer Arthur Leff in his legal dictionary is:

The power to administer the laws, i.e., to apply them to practical situations. This power is mostly lodged in the executive branch of government (including administrative agencies) where, however, it must ordinarily be exercised subject to legislative (and constitutional) control, though the U.S. Constitution provides for some executive power not subject to legislative or judicial control. The power will generally include not just management and control, but investigation and enforcement against recalcitrant persons, though the latter powers may ultimately require the invocation of judicial power.
