The definition of Act-of-state doctrine in the law of the United States, as defined by the lexicographer Arthur Leff in his legal dictionary is:

The doctrine of international law that an act of the sovereign nation, especially within its own territory, cannot be questioned or made the subject of legal proceedings in the courts of any other sovereign. It is, in effect, an international sovereign immunity doctrine. It was suggested in the Sabbatino case that the doctrine is binding on U.S. Courts as a matter of U.S. constitutional law, but it is not yet clear whether that idea will finally prevail.

In this regard, a definition of this issue is as follows: the principle expressed in a United States Supreme Court judgement of 1897 that “every sovereign State is bound to respect the independence of every other sovereign State, and the courts of one country will not sit in judgment on the acts of the government of another, done within its own territory”.
